Tax Reform Information
The second phase of the tax reform will result in changes for married employees in Luxembourg, whose residence is outside of the Grand-Duchy of Luxembourg.
In the last few days those members who fall into this category (employed in Luxembourg with a registered primary residence outside of the Grand-Duchy) have received postal mail from the tax administration “Administration des Contributions Directes“. With this mail, the tax administration requests each married taxpayer (only those whose residence are outside of the Grand-Duchy of Luxembourg) to submit all documents to proving their entire household income (i.e. including all earnings outside of the Grand-Duchy of the taxpayer and his or her spouse) in order to determine how the taxpayer will be taxed as of 01 January 2018.
To assist our members, the LCGB provides the following documents, highlighting important information and tips regarding the future taxation of married employees, who work in Luxembourg and reside abroad.

Support #PilotUnity! Help pilots stand up for their rights
Atypical employment models, of the past years and decades of dwindling terms and conditions for pilots all over Europe are well known and are impacting all of us. We have to expect that this will continue to influence our profession even here in Luxembourg. It not only that operators that largely benefit from questionable employment models and avoid pilot representation these models are a direct threat to existing airline operations in Luxembourg. Furthermore these atypical employment models, remuneration systems and terms and conditions are taken as a blue print by managements in collective bargaining negotiations in Luxembourg.
The crowdfund comes in the aftermath of the recent flight cancellation crisis in Europe. The last weeks have shown that there is a new generation of pilots who will not be silenced, denied their fundamental right to freedom of association, or discouraged from organising collective negotiations, principles that we have. These pilots want to choose their own representatives, to stand up and speak on their behalf, without fear of punishment or even worse – losing their job. They want to have the same rights as we have maintained for many years!
One key element to stop the erosion of our terms and working conditions is to have all European pilots represented and to ensure that those who step up to lead those pilots not fearing that they would lose their job and livelihood. Something we have as ALPL since nearly 50 years in Luxembourg.
The main purpose of this crowdfunding campaign is to provide financial security to pilot leaders, having distinguished themselves as representatives in the struggle for collective representation. We’ve got your back. This is all the European pilot community wants to say.
The fund is administered by the European Cockpit Association (ECA) on behalf of the entire pilot community. Detailed information on how the #PilotUnity fund will be administered are available on ECA’s website.
Your ALPL Boards encourage you to take part in this crowdfunding. No amount is too small and as a more than 30.000 colleague strong community of European airline pilots we can make a difference.

APPN Info
For those of you who might not already be aware, in 2006 the ALPL partnered with the Association de Prévoyance du Personnel Navigant (APPN) to provide Loss of Licence and Life Insurance products to our members. Created in 1956 by the French pilot union Syndicat National des Pilotes de Ligne (SNPL), the APPN is a non-profit association with nearly 13.000 members based on the idea of mutual assistance “from pilots for pilots” and underwritten by the insurance companies MACIF, AXA and Generali.
Many ALPL members have already taken advantage of the very attractive market-beating rates through the Temporary Loss of Licence, Permanent Loss of Licence or Life Insurance products. These products and related savings are available to all ALPL members. As part of this ongoing partnership, since 2012 ALPL sits on the APPN board of directors represented by Cpt. Jean-Claude Jungen (Luxair) until 14 June 2017, now followed by Cpt. Frank Reuter (Luxair). Additionally, the APPN visits ALPL at least once a year in Luxembourg to discuss various topics of interest and to gain insights on financial matters – some we share with you herein.
So how have things developed over the years? Since 2006, subscription fees collected from Luxembourg members have reached around $10 Mio and since APPN is a non-profit organisation, some of those premiums were actually paid back to its members. On the other hand, claims from ALPL members were approximately $12,5 Mio in the same period with a mix between Permanent and Temporary Loss of License cases and a few Life insurance claims. The difference in balance is covered by the global APPN membership. This trend is obviously one that gives us some concern and why it is understandable that some claims require a second medical verification by APPN‘s doctor in Paris to prevent possible abuses – in this way the best rates in the market can be maintained.
Another recent adjustment based on actual trends, APPN’s board voted to increase the administrative fee from €5 to €7 per month for Membership and because the Temporary Loss of Licence claims have significantly increased, premiums for this coverage will increase by 10% from July. Since the actual Life Insurance claims have decreased (members still alive), those rates will be 9% lower. This explains why your APPN premiums May have changed from 01 July 2017.
The coverage provided by APPN remains the best value in the industry and ALPL stands ready to support any member interested in subscribing to any of the APPN insurance products. If you have any questions, do not hesitate to contact the ALPL office at +352 43 53 53 or via e-mail: office@alpl.lu.
