In 2018 the EU Commission implemented Commission Regulation (EU) 2018/1042. This regulation implements standards and procedures related to introducing pilots support programmes, psychological assessment of flight crew, as well as systematic and random testing of psychoactive substances to ensure medical fitness of flight and cabin crew members.
By now all operators in Luxembourg have implemented these support programmes, e.g., the Cargolux PSP or the Luxair Peer Support Program for Crew Members.
EASA is mandated by the EU Commission to conduct a review on the effectiveness of these programmes. To conduct this review EASA has launched a survey to collect data from the concerned crew members and safety sensitive personnel. This survey is not about compliance, nor is it related to inspection, standardisation, or audit. The aim is to elicit data from stakeholders, e.g., pilots, on the implementation progress, initial results, any potential issues in implementation and where possible, to evaluate the effectiveness of the provisions. EASA would also like to hear your views on the added value of the provisions, benefits, and drawbacks you may experience.
The ALPL Executive Board invites all members to participate in this survey and will provide direct feedback from those who are concerned directly by these programmes and provisions. When answering the survey, we ask you to be honest and factual in your replies so that deficiencies can be addressed.
